Abstract

In its genesis the Balanced Scorecard (BSC) was directed to large private sector organizations. Over time it was being adapted and gaining increasing importance within different organizations and various sectors of activity. It`s in this context that this work is developed, which has general objective to continue to discuss the application of this tool and to develop a Strategic Map (SM) proposal to be implemented in a hospital center of the public sector business. To respond to the proposed objective, the study follows a qualitative methodology, using a case study, fundamentally descriptive and explanatory. The information to be used was collected using primary data, including informal interviews and conversations, and secondary, in particular the entity’s reports. The work developed led to the elaboration of an ME, which proposes to be implemented in the Hospital Center of Tâmega e Sousa (CHTS), which will trigger a process of change that will help the entire organization understand that the answers to the problems are related to strategic issues that require actions that must be implemented in the medium and long term.
