ANALYSIS OF THE DECENT WORK AGENDA AND CHANGES TO THE LABOR CODE REGARDING THE VALUATION OF YOUTH IN THE LABOR MARKET

Abstract

With the Dignity Work Agenda presented by the Government in 2022 and the Bill of Law n.º 15/XV, an attempt was made to frame the p roposed measures to value Young Work. Considering the guiding lines of the 2030 Agenda for Sustainable Development, adopted by the Member States of the United Nations in 2015 in which Dignity Work and Economic Growth (8th SDG) are in the center. An attempt was made to assess which effective measures were advocated by the Portuguese Government with regard specifically
to Youth Work, considering what is recommended in the Dignity Work Agenda and the respective Bill of Law.
A framework of the 8th Objective recommended in the 2030 Agenda for Sustainable Development where, analyze specifically the responses to achieve this objective that were implemented and subsequently, are analyzed and listed the measures presented in the Bill of Law n.º 15/XV, regarding Youth Work.
The present study intends to approach and comment on the current Law n.º 13/2023, of April 3rd, which amended Law n.º 7/2009, of February 12th, which approved the current Labor Code, with regard to the rules dealing with Youth Work, given the current situation and the short period of time that occurred between the present analysis and the entry into force of the aforementioned amendment to the Labor Law, there is still no doctrine or jurisprudence that have addressed the analysis of the topic addressed in this study.
The conclusions of that the Bill of Law n.º 15/XV and the current changes introduced by Law n.º 13/2023, of April 3rd, specifically regarding the Youth Work and the rest of the measures presented, are far way from what is necessary to promote a real policy of Youth Employment in Portugal and by consequence a policy of keeping the youngest generations in our country.
